If the administrative reviewer is an appraiser and forms an opinion regarding the analysis, judgment, or opinion(s) of value contained in the appraisal report, the review becomes a technical review and falls under the requirements of Standard 3 of USPAP. If appraisers complete a compliance review they must still comply with the portions of USPAP related to appraisal practice such as the Definitions, Preamble, Ethics Rule, Competency Rule, and Jurisdictional Exception Rule.
