3.1.2. Contract Review Appraisers.Some agencies may have the authority to engage a qualified non-agency review appraiser to review an appraisal report. In most instances the contract review appraiser will be bound by the requirements discussed in Section 3.1.1 above and Section 3.2 below. But different requirements may apply in some instances (e.g., review appraisers engaged as rebuttal experts). Not all agencies have authority to engage non-agency review appraisers.
