    A common question in relocation under the Uniform Relocation Act (URA):
    Who decides whether to move, abandon, or substitute personal property?

    Answer: The owner.
    Always. Regardless of which option costs more or less.

    The URA’s “lesser of” rule limits how much can be reimbursed—not what the owner chooses to do. For example, you can replace an item for $1,200 even if the reimbursement cap is $1,000. The decision is the owners; the regulation just sets the payment limit.

    This distinction matters. Understanding owner rights—and how the “lesser of” rule applies—helps ensure better planning and fewer surprises during relocation.
