Project influence on market value normally must be disregarded, as discussed in Section 4.5. But partial acquisitions present a special situation, as explained in Section 4.6: the measure of compensation for a partial acquisition is the difference in the market value of the landowner’s property before and after the government’s acquisition. As a result, the impact of the government project would normally be disregarded for the “before” value but considered for the “after” value.
